where's the line between art or vandalism??

most cities penalize graffitti expression with strong economic sanctions or even with prosecution. so, why does an institution frame a graffitti and protects it to prevent it's deterioration ??

la mayoría de las ciudades cataloga al graffitti de vandalismo penalizándolo con fuertes sanciones económicas o, según la situación, abriendo un proceso judicial. por lo tanto, que lleva a una institución a enmarcar un graffitti y protegerlo con un cristal para evitar su deterioro???
